Ingredients

Brownie Layer

  • 1 cup sugar
  • 1/2 cup unsalted butter, melted
  • 1/4 teaspoon salt
  • 1 cup unsweetened cocoa powder
  • 2 eggs
  • 1 teaspoon vanilla extract
  • 1/2 cup flour

Caramel Layer

  • 2 tablespoons heavy cream
  • 30 caramels, unwrapped

Chocolate Chip Cookie Dough Layer

  • 1/2 cup brown sugar
  • 1/4 cup sugar
  • 1/2 cup unsalted butter, softened to room temperature
  • 2 tablespoons heavy cream
  • 1 teaspoon vanilla extract
  • 1/4 teaspoon salt
  • 3/4 cup flour
  • 1/2 cup mini semi-sweet chocolate chips

Chocolate Topping

  • 1 tablespoon vegetable oil
  • 8 oz mini semi-sweet chocolate chips

Instructions

  1. Prepare Baking Dish and Preheat Oven: Line an 8×8-inch baking dish with parchment paper ensuring the sides are fully covered with some overhang for easy removal later. Preheat your oven to 325°F (163°C).
  2. Make Brownie Batter: In a large bowl, combine 1 cup sugar and 1/2 cup melted unsalted butter using a hand mixer until incorporated. Add 1/4 teaspoon salt and 1 cup unsweetened cocoa powder, beating until fully combined. Next, beat in 2 eggs and 1 teaspoon vanilla extract until smooth. Finally, mix in 1/2 cup flour until all ingredients are combined into a thick batter.
  3. Bake Brownie Layer: Pour the brownie batter evenly into the prepared baking dish. Spread it flat and bake in the preheated oven for 20 to 25 minutes until set. Remove from oven and set aside.
  4. Prepare Caramel Layer: In a small microwave-safe bowl, combine 2 tablespoons heavy cream and 30 unwrapped caramels. Microwave in 30-second increments, stirring between each, until the caramels are fully melted and the mixture is smooth.
  5. Assemble Caramel Layer: Pour the warm caramel evenly over the freshly baked brownies. Smooth it out gently with a spatula. Let the dish cool for 10 to 15 minutes to set a bit.
  6. Chill Caramel Layer: Place the baking dish in the freezer for about 25 minutes or until the caramel is firm to the touch.
  7. Make Cookie Dough Layer: While caramel chills, in a large bowl, beat together 1/2 cup brown sugar, 1/4 cup sugar, and 1/2 cup softened unsalted butter with a hand mixer until light and fluffy. Add 2 tablespoons heavy cream and 1 teaspoon vanilla extract; mix to combine. Stir in 1/4 teaspoon salt and 3/4 cup flour and mix until dough forms. Fold in 1/2 cup mini semi-sweet chocolate chips evenly.
  8. Assemble Cookie Dough Layer: Remove the dish from the freezer and spread the cookie dough layer evenly over the hardened caramel layer.
  9. Prepare Chocolate Topping: In a medium microwave-safe bowl, combine 1 tablespoon vegetable oil and 8 oz mini semi-sweet chocolate chips. Microwave in 30-second intervals, stirring after each, until completely melted and smooth.
  10. Top Bars with Chocolate: Pour the melted chocolate over the cookie dough layer and spread it evenly. Place the assembled bars in the refrigerator until the chocolate topping is set.
  11. Serve: Once firm, lift the bars from the baking dish using the parchment paper overhang. Slice into squares and enjoy your rich billionare bars!

Notes

  • Ensure the butter for the cookie dough layer is softened to room temperature for easier mixing.
  • Microwave in short bursts when melting caramels and chocolate to prevent burning.
  • Use parchment paper with an overhang to easily remove the bars from the baking dish.
  • You can substitute caramels with homemade caramel sauce but adjust the thickness accordingly.
  • These bars should be stored in the refrigerator to maintain the firmness of caramel and chocolate layers.
